"When asked when he signed the proclamation invoking the 1798 Alien Enemies Act, by which Trump claimed that Venezuela is invading the United States by sending alleged gang members over the border, Trump answered: 'I don’t know when it was signed, because I didn’t sign it.' Trump was on his way to his golf club in New Jersey, and seemed to be handing off responsibility for the declaration to someone else, perhaps Secretary of State Marco Rubio."

"But, as Matt Viser said in the Washington Post today, on Friday White House communications director Steven Cheung said Trump personally signed the proclamation, and his signature appears on the document in the Federal Register of official government documents. The gap between the two versions of events raises questions about who is in charge of White House policy."

In his totally literal (but demented) and self-centred mind, he probably thought being asked "when he signed the proclamation invoking the 1798 Alien Enemies Act" meant signing the original Act rather than its current use.

It's always risky to assume Trump is rational or fully understands the meaning of words.

He's evading responsibility for both his ignorance and his actions..

Trump's two automatic responses to any negative reaction to anything he says or does are to either:
° attack those objecting as deranged radical leftist thugs, or
• deny that he said or did it

If given time and coaching by someone with more than a reptilian brain, he may come out with a rationalization. But put on the spot, those are the responses that kick in. So in this case he did the Miss Piggy "Moi?"
Later he will deny having denied it.

He has the intelligence of a turnip.
