When people see this happening they need to get shots of the car's license plates - yes, I know they're rented. But, with a subpoena any relatives or the person's congregation etc can find out the name of the person who rented it. At least one person's drivers license is required.

They are witnesses, and can themselves be subpoenaed or taken in for questioning by authorities. At the very least it will be good to know their names.
