I think "pop up a modal expladvertising the app's new feature when the user starts it" needs to be seen as a #BadUXDesign pattern or anti-pattern. It's annoying AF, and too many apps have done it to me recently.

If you can't find any way to avoid this thing, at least put in a link that lets me learn about it *later*, not just "learn more right now" (when I opened the app to perform some other task) or "forget about it forever" options.
