It’s a sign of New York Democrats’ cautious new approach over masks in public life, and a retreat from last spring, when anti-Israel protests, on top of a widespread urban crime panic, pushed leaders from New York Gov. Kathy Hochul to Los Angeles Mayor Karen Bass to consider mask bans.</p><p>"In its original form, the New York bill would have banned masks at public assemblies entirely. Ohio Attorney General Dave Yost dusted off an old law to threaten <a href="https://kolektiva.social/tags/StudentProtesters" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>StudentProtesters</span></a> with <a href="https://kolektiva.social/tags/felonies" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>felonies</span></a>. Texas Lt. Gov. Dan Patrick has asked the state’s Senate to consider a bill to <a href="https://kolektiva.social/tags/unmask" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>unmask</span></a> <a href="https://kolektiva.social/tags/protesters" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>protesters</span></a> this year.</p><p>"For Republicans, it’s a chance to kill two birds with one stone. They can strike back against the perceived overreach of pandemic-era <a href="https://kolektiva.social/tags/HealthDirectives" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>HealthDirectives</span></a> and make it easier to arrest <a href="https://kolektiva.social/tags/demonstrators" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>demonstrators</span></a> at the same time.</p><p>"In <a href="https://kolektiva.social/tags/Ohio" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Ohio</span></a> and North Carolina, the original statutes were written in the 1950s to stop demonstrations by the <a href="https://kolektiva.social/tags/KuKluxKlan" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>KuKluxKlan</span></a>, but had been ignored or suspended during the <a href="https://kolektiva.social/tags/pandemic" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>pandemic</span></a> and the <a href="https://kolektiva.social/tags/GeorgeFloydProtests" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>GeorgeFloydProtests</span></a>. Many lawmakers have cited the recent demonstrations in defense of <a href="https://kolektiva.social/tags/Gaza" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Gaza</span></a> as a reason to crack down again. Defending the proposed mask ban in New York, Anti-Defamation League [<a href="https://kolektiva.social/tags/ADL" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>ADL</span></a>] president Jonathan Greenblatt said the demonstrators were using '<a href="https://kolektiva.social/tags/KKK" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>KKK</span></a> tactics' to intimidate Jewish New Yorkers.</p><p>"That instinct was bolstered by the sense among many city residents and elected leaders that widespread masking was a factor behind the pandemic-era crime spike. That led to <a href="https://kolektiva.social/tags/Philadelphia" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Philadelphia</span></a> banning <a href="https://kolektiva.social/tags/SkiMasks" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>SkiMasks</span></a> in parks, on trains, and in public buildings. A more recent, high-profile example came in December with the Midtown Manhattan killing of UnitedHealthcare CEO <a href="https://kolektiva.social/tags/BrianThompson" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>BrianThompson</span></a> by a <a href="https://kolektiva.social/tags/MaskedAssassin" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>MaskedAssassin</span></a>, which prompted New York Mayor Eric Adams to call for cab drivers and business owners to ask customers to remove their masks. The new New York bill has won over the liberal Manhattan District Attorney Alvin Bragg, who endorsed the 'tailored' approach. As the police say: <a href="https://kolektiva.social/tags/NoFaceNoCase" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>NoFaceNoCase</span></a>.</p><p>"For what it’s worth, there are too many confounding variables and too little data to be sure if mask-wearing is associated with crime, said Ernesto Lopez at the Council for Criminal Justice, which collects crime reporting statistics from various cities. 'From a theoretical statement it makes sense that could occur, but it has not been demonstrated that’s the case,' he told me.</p><p>"But if all that weighed in favor of more mask bans, there was also widespread resistance. As Semafor’s Dave Weigel has noted, masks have become a badge of left-wing protest culture. A conservative group called the American Accountability Foundation has begun circulating lists of federal workers, many of them Black, who should be <br>'targets' for their alleged involvement in <a href="https://kolektiva.social/tags/DEI" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>DEI</span></a> initiatives at work.</p><p>"Clearly, the masked protest does not always sit well with an older generation, many of whom cut their teeth in the protests of the pre-internet age. A march was held from downtown to the church that same weekend.</p><p>"Now, Taylor’s family is planning a Monday funeral at the same historic church, and then a horse-drawn carriage will carry his coffin to City Hall so that people there 'can see who they killed,' said his sister, Darlene Chaney.</p><p>"The U.S. Supreme Court [<a href="https://kolektiva.social/tags/SCOTUS" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>SCOTUS</span></a>] ruled last year that cities across the country can enforce bans on homeless camping. Sometimes, companies are donors to the same foundations that purchase their products for police.</p><p>by Ali Winston and Darwin Bond Graham, special to ProPublica Oct. 13, 2014</p><p>"In 2007, as it pushed to build a state-of-the-art <a href="https://kolektiva.social/tags/surveillance" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>surveillance</span></a> facility, the Los Angeles Police Department cast an acquisitive eye on software being developed by <a href="https://kolektiva.social/tags/Palantir" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Palantir</span></a>, a startup funded in part by the Central Intelligence Agency's [<a href="https://kolektiva.social/tags/CIA" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>CIA</span></a>] <a href="https://kolektiva.social/tags/VentureCapital" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>VentureCapital</span></a> arm.</p><p>"Originally designed for spy agencies, Palantir's technology allowed users to track individuals with unprecedented reach, connecting information from conventional sources like crime reports with more controversial data gathered by surveillance cameras and license plate readers that automatically, and indiscriminately, photographed passing cars.</p><p>"The LAPD could have used a small portion of its multibillion-dollar annual budget to purchase the software, but that would have meant going through a year-long process requiring public meetings, approval from the City Council, and, in some cases, competitive bidding.</p><p>"There was a quicker, quieter way to get the software: as a gift from the Los Angeles Police Foundation, a private charity. In November 2007, at the behest of then Police Chief William Bratton, the foundation approached <a href="https://kolektiva.social/tags/TargetCorporation" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>TargetCorporation</span></a>, which contributed $200,000 to buy the software, said the foundation's executive director, Cecilia Glassman, in an interview. Then the foundation donated it to the police department.</p><p>"Across the nation, private foundations are increasingly being tapped to provide police with technology and weaponry that -- were it purchased with public money -- would come under far closer scrutiny.</p><p>"In Los Angeles, foundation money has been used to buy hundreds of thousands of dollars' worth of license plate readers, which were the subject of a <a href="https://kolektiva.social/tags/CivilRights" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>CivilRights</span></a> lawsuit filed against the region's law enforcement agencies by the American Civil Liberties Union of Southern California and the <a href="https://kolektiva.social/tags/ElectronicFrontierFoundation" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>ElectronicFrontierFoundation</span></a>. (A judge rejected the groups' claims earlier this year.)</p><p>"Private funds also have been used to upgrade 'Stingray' devices, which have triggered debate in numerous jurisdictions because they vacuum up records of cellphone metadata, calls, text messages and data transfers over a half-mile radius.</p><p>"New York and Los Angeles have the nation's oldest and most generous police foundations, each providing their city police departments with grants totaling about $3 million a year. But similar groups have sprouted up in dozens of jurisdictions, from <a href="https://kolektiva.social/tags/AtlantaGeorgia" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>AtlantaGeorgia</span></a>, to <a href="https://kolektiva.social/tags/OaklandCalifornia" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>OaklandCalifornia</span></a>. In <a href="https://kolektiva.social/tags/Atlanta" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Atlanta</span></a>, the police foundation has bankrolled the surveillance cameras that now blanket the city, as well as the center where police officers monitor live video feeds.</p><p>"Proponents of these private fundraising efforts say they have become indispensable in an era of tightening budgets, helping police to acquire the ever-more sophisticated tools needed to combat modern crime.</p><p>"'There's very little discretionary money for the department,' said Steve Soboroff, a businessman who is president of the Los Angeles Police Commission, the civilian board that oversees the LAPD's policies and operations. 'A grant application to the foundation cuts all the red tape, or almost all of the red tape.'</p><p>"But critics say police foundations operate with little transparency or oversight and can be a way for wealthy donors and corporations to influence law enforcement agencies' priorities.</p><p>"It's not uncommon for the same companies to be donors to the same police foundations that purchase their products for local police departments. Or for those <a href="https://kolektiva.social/tags/companies" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>companies</span></a> also to be <a href="https://kolektiva.social/tags/contractors" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>contractors</span></a> for the same police agencies to which their products are being donated.</p><p>"'No one really knows what's going on,' said Dick Dadey of <a href="https://kolektiva.social/tags/CitizensUnion" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>CitizensUnion</span></a>, a good government group in New York. 'The public needs to know that these contributions are being made voluntarily and have no bearing on contracting decisions.'</p><p>"Palantir, the recipient of the <a href="https://kolektiva.social/tags/LosAngelesPolice" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>LosAngelesPolice</span></a> Foundation's largesse in 2008, donated $10,000 to become a three-star sponsor of the group's annual 'Above and Beyond' awards ceremony in 2013 and has made similar-sized gifts to the <a href="https://kolektiva.social/tags/NewYorkPolice" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>NewYorkPolice</span></a> foundation. The privately held Palo Alto firm, which had estimated revenues of $250 million in 2011 and is preparing to go public, also has won millions of dollars of contracts from the Los Angeles and New York police departments over the last three years.</p><p>"Palantir officials did not respond to questions about its relationships with police departments and the foundations linked to them. DoomsdaysCW<p>Dozens indicted on Georgia racketeering charges related to ‘Stop Cop City’ movement appear in court</p><p>by Kate Brumback, Nov 7, 2023 </p><p>ATLANTA (AP) — “Nearly five dozen people indicted on racketeering charges related to protests against a planned police and firefighter training facility near Atlanta appeared in court on Monday as their supporters rallied outside the courthouse.</p><p>“Protests against the proposed training center — dubbed “Cop City' by opponents — have been going on for more than two years. Georgia Attorney General Chris Carr obtained a sweeping indictment in August, using the state’s anti-racketeering law to target the <a href="https://kolektiva.social/tags/protesters" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>protesters</span></a> and characterizing them as 'militant <a href="https://kolektiva.social/tags/anarchists" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>anarchists</span></a>.'</p><p>“Demonstrators and <a href="https://kolektiva.social/tags/CivilRights" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>CivilRights</span></a> organizations, including the American Civil Liberties Union (<a href="https://kolektiva.social/tags/ACLU" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>ACLU</span></a>), have condemned the indictment and accused <a href="https://kolektiva.social/tags/Carr" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Carr</span></a>, a Republican, of levying heavy-handed charges to try to silence a movement that has galvanized <a href="https://kolektiva.social/tags/environmentalists" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>environmentalists</span></a> and <a href="https://kolektiva.social/tags/antipolice" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>antipolice</span></a> protesters across the country.</p><p>“All 61 people indicted were scheduled to be arraigned Monday, that is to have the charges against them formally read in court. Fifty-seven of them appeared, called in small groups before Fulton County Superior Court Judge Kimberly Esmond Adams over a three-hour period, and each waived arraignment.</p><p>“Four defendants failed to appear. One was believed to be in France and prosecutors didn’t have a good address for him. One was in federal immigration custody. Another who is not American and who had left the country tried to return twice in recent days to attend the hearing but was denied entry to the country, her lawyer said. A fourth simply didn’t show.</p><p>“Most of the people who appeared had not yet surrendered at the Fulton County Jail to be booked on their charges. Some had recently reached agreements with prosecutors on a bond amount and conditions and others were still in the process of doing so.</p><p>“Adams told them they had until 10 a.m. Tuesday, 24 hours after the start of the arraignment proceedings, to turn themselves in. If they fail to do so, she warned, a warrant for their arrest could be issued and any bond would be rescinded.</p><p>“Adams instructed defense attorneys to provide the attorney general’s office with hard drives by Friday so they can receive copies of evidence in the case, known as discovery. Prosecutors are to finish copying and distributing that evidence to defense attorneys by the end of the year.</p><p>“A final plea hearing will be set no later than the end of June, Adams said.
