It immediately raised some questions and remarks:
What about city development in the poor countries; no [public] money; often a less enthusiastic responsible municipality. But with high pressure on livability; slums; growth by only very poor people; higher strains on climate calamities
Zoning: an example of lazy municipalities; ruling by regulations; whereas active municipalities take the initiative in planning and executing.
