The operators do not have this expertise, which was shared by many quite efficiently.</p><p>The structure protects a 61m earth fill damn that has zero tolerance for over-topping.</p><p>If the dam fails, it will put a community of ~3,OOO under as much of 10m of water.</p><p>Losing this capacity is not a savings. There was already efficiency and anyway the prime purpose of government is effective service not efficiency.</p>
