Low to no budget home decorating tips:
1. TVs are ugly, sell your TV and get some money. Watch TV on your computer.
2. Remove that rug, show the beautiful floor underneath. Rugs are unsanitary, toxic (third hand smoke) dust and germ collectors (and carpets are even worse, but removing those is costly). Do not listen to interior designers who claim that you absolutely have to have area rugs. You might need a doormat and a machine washable bathroom mat (or just use a towel).
3. Declutter. Sometimes removing excess refreshes the living space more than adding things. Most of the time actually. Have some empty walls for your eyes to rest on.
4. Use fruits and vegetables in a basket as decor in the kitchen.
5. Use colourful legumes in glass jars as decor, save pickle jars, remove labels, spray paint the lids.
6. Save glass bottles, use as vases (pick wild flowers, or just some English ivy), you can also spray paint them.
7. Propagate the plants you have, drill some holes in yoghurt cups, use as nursery pots, use spray painted jars as outer pots.
8. Use a scarf as a lampshade.
9. Hide ugly or too colourful books in plain magazine holders, decorate with beautiful books you have (not necessarily coffee table books).
10. Frame worn out T-shirts you still love and use as art.
