With the Otago Regional Council due to vote on their land and water plan tomorrow, the government of heavy-handedness has just announced an amendment to the RMA Amendment Bill. This stops the ORC, or any council, from notifying freshwater plans before the national policy statement for freshwater management (NPSFM) is replaced.
