KW 2025</a>„Erna“ (Name von der Redaktion geändert), „Erna“ rufe ich, „Was ist das denn für Klopapier?“, und ich höre von meiner Frau (Name von der Redaktion geändert), das sei das neue Klopapier: „das ist viel geschmeidiger und wischt furchentief!“ und ich rufe „ich will aber das alte Klopapier, das riecht anders und fühlt sich besser an!“ und sie: „Du nimmst das jetzt, basta!“ Wenn Erna was entschieden hat, gibt es kein Zurück, also nehme ich das, auch wenn ich es nicht will – naja, geht ja nicht anders.So fühlt sich das an, wenn Microsoft das neue Outlook reindrückt, ob <a href="https://learn.microsoft.com/de-de/microsoft-365-apps/outlook/get-started/control-install?branch=main#policy-manage-user-setting-for-new-outlook-automatic-migration" rel="nofollow noopener" target="_blank">Windows</a>  oder auch für <a href="https://support.microsoft.com/en-us/office/end-of-support-for-legacy-outlook-for-mac-7b9cf644-7035-4345-a151-8c1c7a65ac25" rel="nofollow noopener" target="_blank">Apple</a>, einmal auf „EnableNewOutlook“ geklickt, gibt es keinen Weg zurück! Selbst auf den Apple-Geräten, wo es auch installiert werden kann.Besser noch: ab Oktober gibt es nur noch das neue Outlook. Nicht weiter schlimm? Die Oberfläche ist etwas anders und ein paar Funktionen fehlen. Alle Nutzerinnen und Nutzer stellen eben um, naja, geht ja nicht anders.In großen Betrieben, einer eigenen IT und mit microsoftaffinen Admins kann das zwar (noch) verhindert werden, aber warum? Den Fortschritt können wir nicht aufhalten, Microsoft übernimmt die Verantwortung für alle meine Nachrichten, sortiert sie nicht nur, sondern kann der KI dahinter neuen Lernstoff präsentieren. Das ist nicht alles, denn das Futter kommt nicht nur von microsoftseigenen Konten, sondern auch alle anderen Mailkonten mit allen Zugangsdaten sind im direkten Zugriff von Redmond (Nordamerika) aus. Für diese Unterstützung werden Journalisten, Ärzte, Rechtsanwälte oder auch Notare dankbar sein, denn dank des genialen Cloudkonzeptes werden alle Mails sicher und kompetent verwaltet.Dennoch gibt es Spielverderber in der EU, die sich (unnötigerweise) dagegen auflehnen, bei<a href="https://www.euractiv.com/section/tech/news/scoop-commission-eyes-ditching-microsoft-azure-for-frances-ovhcloud-over-digital-sovereignty-fears/" rel="nofollow noopener" target="_blank"> euractiv</a> finden wir erste Hinweise, von Microsofts Azure Cloud abzuweichen, die liebäugeln mit der OVHCloud. Die geheime Revolte hat mittlerweile höchste Regierungskreise erreicht „<a href="https://www.euractiv.com/section/tech/news/european-industry-big-win-germany-france-both-support-sovereign-eu-based-tech-infrastructure/" rel="nofollow noopener" target="_blank">European industry big win: Germany, France both support sovereign EU-based tech infrastructure</a>“Das Rumgealber um Souveränität kann Microsoft verkraften, die zünden ein paar Nebelkerzen rund um ihr Cloudgeschäft mit Office365, reden selbst über Souveränität und irgendwann heißt es bei uns wieder: naja, geht ja nichts anders.Und die neue Regierung in Berlin plustert ihr neues Digitalministerium mit ihren rund 500 Mitarbeitern um weitere 208 Planstellen auf „um die Arbeitsfähigkeit der neu konstituierten Bundesregierung sicherzustellen.“ lesen wir bei <a href="https://www.zeit.de/politik/deutschland/2025-06/haushalt-bundesregierung-personal-digitalministerium-kanzleramt" rel="nofollow noopener" target="_blank">zeit.de</a>Von blinder Innovationswut getrieben tönt es aus dem Ministerium von Karsten Wildberger: „Faxgeräte wird es dort nicht geben“  berichtet die <a href="https://www.tagesschau.de/inland/innenpolitik/aufbau-digitalministerium-bundesregierung-100.html" rel="nofollow noopener" target="_blank">Tagesschau </a>Mutig, sehr mutig, wenn das mal kein Fehler war, die müssen schließlich mit anderen Ministerien kommunizieren – und die haben Fax, alle! Sicher ist sicher – und dann gibt es noch die normative Kraft des Faktischen.Was das neue Digitalministerium machen soll, war mir anfangs gar nicht so klar, ich denke, die könnten vielleicht alle bundesdeutschen Microsoft-Lizenzen zentral verwalten. Die Behörden sparen sich eigene Lizenzmanager und können direkt überweisen. Das nenne ich Verwaltungsvereinfachung.Wie schwierig das alles ist, sehen wir beispielsweise bei der Berliner Verwaltung, die haben erst 12 Prozent der Rechner auf Windows 11 umgestellt, in Zahlen heißt das von 96.613 Rechnern wurden erst 11.744 zukunftsfähig gemacht und mit Windows 11 ausgestattet.Und die müssen das tun oder eine Supportverlängerung kaufen, die sich Microsoft ebenfalls teuer bezahlen lässt – naja, geht ja nicht anders. Zahlen von anderen Behörden habe ich nicht, aber die Menge der schrottreifen Rechner ist schon ansehnlich, allein in Berlin. Deshalb empfiehlt selbst Microsoft eine umweltgerechte Entsorgung, vorbildlich! Absolut vorbildlich, allein weil in Berlin der Elektroschrotthaufen durch die ganzen Ministerien nochmal viel größer wird. Und: Wir sprechen hier nur über Berlin.Aber die Berliner Behörden – wie auch andere Verwaltungen – haben noch ein Problem, denn von den 407 Programmen, die sie selbst angerichtet haben, konnte erst bei 136 Programmen geprüft werden, ob sie überhaupt mit Windows 11 kompatibel sind. Souveränität ist denn wohl nur gegeben, wenn alles Windows 11 kompatibel ist, auch eine Definition.Wie der <a href="https://www.spiegel.de/politik/deutschland/digitalisierung-der-verwaltung-ausgaben-des-bundes-fuer-software-deutlich-gestiegen-a-fdbd0ccb-e285-4017-885e-104608c6709e" rel="nofollow noopener" target="_blank">Spiegel</a> berichtet, haben wir 2024 nur ein Viertel mehr Geld für Softwarelizenzen ausgegeben, als 2023. Letztes Jahr waren es 1,2 Milliarden, die nachgelagerten Behörden sind darin noch nicht berücksichtigt. Und 2025? Mir wird ganz warm ums Herz, hatte ich schon von meinen Microsoft-Aktien berichtet? Das stärkt meine persönliche Souveränität, in großen Sprüngen.Puristen können statt Outlook vielleicht <a href="https://www.thunderbird.net/de/" rel="nofollow noopener" target="_blank">Thunderbird</a> probieren, der kann auch Kalender und Adressbuch, selbst wenn das noch bei Microsoft rumliegt. Und auch Behörden könnten sich mit <a href="https://de.libreoffice.org/" rel="nofollow noopener" target="_blank">LibreOffice</a> versuchen oder <a href="https://www.softmaker.de/" rel="nofollow noopener" target="_blank">Softmaker Office</a>, vielleicht auch <a href="https://www.collaboraonline.com/de/" rel="nofollow noopener" target="_blank">collabora online </a>beziehungsweise <a href="https://www.onlyoffice.com/de/" rel="nofollow noopener" target="_blank">OnlyOffice.  </a>Bleibt noch eine eigene Cloud mit <a href="https://owncloud.com/" rel="nofollow noopener" target="_blank">ownCloud </a>oder <a href="https://nextcloud.com/" rel="nofollow noopener" target="_blank">Nextcloud </a>– inklusive Officepaketen, Videokonferenzen etc. Das waren nur Beispiele, es gibt noch viel mehr, was wir können.Alles da, alles drin. Lösungen gibt es sehr viele – Digitalisierung hat übrigens nichts mit Lizenzberatung zu tun, gar nichts.Aber wir wollen die engagierten Lizenzberater bei Microsoft nicht unglücklich machen. So viel Fürsorgepflicht müssen unsere bundesdeutschen Behörden aufbringen. Was auch einen Vorteil hat: Es werden keinerlei Veränderungen notwendig sein, auch wenn das Klopapier vielleicht etwas anders riecht – naja, geht eben nicht anders.Zum Schluss noch ein Podcast-Tipp. Robert F. Kennedy, jun. ist sicherlich vielen Verschwörungstheoretikern als leuchtendes Beispiel bekannt, seine Stimme hierzulande weniger. Mehr hab ich da auf Anhieb nicht gefunden.

Ehrlich gesagt hätte ich vermutet, dass der Client funktioniert. Bei <a href="https://mastodon.social/tags/oCIS" class="mention hashtag" rel="nofollow noopener" target="_blank">#oCIS</a> war die Konfiguration aber auch nicht ganz trivial um das zum Laufen zu kriegen.
