NEW YORK (AP) — "Two people in New Jersey were killed after their vehicle was swept up in floodwaters during a storm that moved across the U.S. Northeast overnight, authorities said Tuesday.

"Gov. Phil Murphy, a Democrat, noted the deaths occurred in the northern New Jersey city of Plainfield, where there were two storm-related deaths July 3. A third person was killed in North Plainfield during that previous storm.

" 'We’re not unique, but we’re in one of these sort of high humidity, high temperature, high storm intensity patterns right now,' Murphy told reporters after touring storm damage in Berkeley Heights. 'Everybody needs to stay alert.'

"The names of the two latest victims were not immediately released Tuesday. Local officials said the vehicle they were riding in was swept into a brook during the height of the storm.

" 'Emergency personnel responded quickly, but tragically, both individuals were pronounced dead at the scene,' according to a statement the city posted online.

"The heavy rains also caused #FlashFloods in #NewYork and south-central #Pennsylvania on Monday night into early Tuesday, prompting road closures and snarling some service on the #NewYorkCitySubway.

"It was the second-highest one-hour rainfall ever recorded in #CentralPark at more than 2 inches (5 centimeters), surpassed only by the remnants of Hurricane Ida in 2021, according to local officials.

"Viral videos posted online showed water flooding down into one Manhattan subway station, submerging the platform while passengers inside a train watched on.

"Janno Lieber, chair and CEO of the Metropolitan Transportation Authority, told ABC 7 in New York the city’s sewer system got overwhelmed by the rain and backed up into the subway tunnels and to the stations. In several cases, he said, the backup 'popped a manhole,' creating the dramatic 'geyser' seen in some videos.

" 'What happened last night is something that is, you know, a reality in our system,' he told the TV station, noting the backup happens when more than 1 3/4 inches of rain falls in an hour. 'We’ve been working with the city of New York to try to get them to increase the capacity of the system at these key locations.'

"City officials said their venerable sewer system worked as well as it could, but it simply was not built to handle that much rain.

" 'Imagine putting a two-liter bottle of water into a one-liter bottle. Some of it’s going to spill,' Environmental Protection Commissioner Rohit Aggarwala said at a virtual news briefing Tuesday.

"Lieber said full service was restored to the subway, as well as commuter rails, after hundreds of people worked overnight to restore operations.

"#Flooding has proven to be a stubborn problem for New York’s subway system, despite years and billions of dollars’ worth of efforts to waterproof them.

"#SuperstormSandy in 2012 prompted years of subway repairs and flood-fighting ideas, and some have been put into practice. In some places, transit officials have installed or are installing storm barriers at subway station entrances, seals beneath subway air vents and curbs to raise the vents and entrances above sidewalk level.

"Meanwhile, summer thunderstorms and the remains of hurricanes have repeatedly flooded parts of the subway system anew. In 2021, the remnants of #HurricaneIda killed more than a dozen New York City residents, largely in basement apartments, and sent water cascading again into subways, renewing attention to #resiliency proposals.

The storm’s effects in New Jersey and #Pennsylvania

"The storm prompted multiple water rescues in Lancaster County, Pennsylvania, where streets and basements flooded after roughly 7 inches (18 centimeters) of rain fell. Some roads remained closed in parts of Pennsylvania and New Jersey on Tuesday. Murphy said the pavement buckled in some locations and state and local officials were assessing the level of damage in several counties, noting the White House had reached out to his office.

"A major east-to-west highway in New Jersey was closed to make emergency repairs while dozens of flights were delayed or canceled at area airports Tuesday.

"Most flash flood watches and warnings had expired in parts of New Jersey, New York and Pennsylvania as the rain moved on.

"In one flooded North Plainfield neighborhood, a house caught on fire and collapsed amid the storm. Murphy said there was an explosion at the house but the family was not home and there were no injuries. The cause was under investigation."

But some roads in New Jersey and Pennsylvania remained closed and there were dozens of flight delays and cancelations at area airports, including 159 total cancelations at Newark Liberty Airport.

1. When power and phones go out during emergencies, amateur radio keeps working. The Conejo Valley Amateur Radio Club (CVARC) this weekend held its annual Field Day event to demonstrate continued communications, even during emergencies. Radio communications help make us all more resilient during emergencies such as earthquakes and wildfires.

2. CVARC members used analog, Morse Code (CW), and digital radio setups to establish communications with other radio operators around the world, and even bounced signals off a dedicated amateur radio satellite.

3. Morse code knowledge is no longer required for a license, but it’s a useful skill to have. Morse Code (CW) is bandwidth-efficient and works well over long distances even at low power.

4. With this telescoping antenna mount and a tiny 5-watt radio, Ralph Herman (KK6MT) has been able to reach as far away as Japan.

Full house this evening at the Brimhall Library for a home hardening/Zone 0 workshop from the Ventura County Firesafe Council. Zone 0 rules won’t be finalized until year’s end, but will likely call for much less flammable material in the immediate vicinity of structures.

#Breadfruit: The #Caribbean's #HurricaneResistant #food

Excerpt: "Originally brought to Jamaica from the Pacific Islands by the HMS Bounty in 1794, breadfruit was an inexpensive, nutritious food for enslaved Africans labouring on British-owned sugar plantations. The trees grow quickly and fruit within a year of planting, producing 200 to 400 fruits per year the size of a large grapefruit or small watermelon. Breadfruit contains all nine essential amino acids and is a good source of fibre, protein and several minerals and vitamins.

"In the centuries since their introduction, breadfruit trees were abundant across Jamaica, and the fruit has been a staple of the country's cuisine. In recent years, as communities have sought out more sustainable, local and healthy food sources – especially ones that can withstand extreme weather (a breadfruit tree that's damaged in a hurricane can regrow itself) – breadfruit has experienced renewed interest as a nutritious and versatile option, providing both health and economic benefits.

"Typically eaten as a side dish and used like a vegetable, breadfruit is most often roasted, peeled and sliced. Its taste is subtly sweet, with a chewy bread-like quality (hence its name). Its soft and starchy texture is akin to a root vegetable like potato or cassava. Like those foods, it takes on the flavour of the main course with which it is served.

"Breadfruit can also be processed into flour, creating a gluten-free alternative for baking.

"Karlene Johnson uses the flour at her bakery outside of Kingston called Something Country. Her treats include #bulla (a cake-like snack made with molasses), #bammies (a flatbread originating from the island's #Indigenous #Taíno peoples) and oatmeal cookies.'

"'Historically, breadfruit is important," she said. 'Culturally, every Jamaican can identify it as part of their gastronomic experience. Economically, Jamaica stands to benefit from local and international sales of the raw fruit and other processed products.'"

"Professor Daniel López-Pérez is the architecture program director at the University of San Diego. He designed a fire-resistant home he calls the #Polyhaus, a 540 square foot home which consists of just sixty-four panels.

"Instead of traditional lumber, Daniel says the Polyhaus was built using mass-timber products, which offer half the rigidity of reinforced concrete, while weighing a fraction (20%), and has a burn rate of hours (1.5 inches per hour of char-rate).

"'Fire cannot enter. It has a harder time entering,' López-Pérez said. 'So it’s char rate, given its massiveness of weight and the fact that it has no air cavities.'

"He said all the Douglas Fir came from Washington as part of a collaboration with a #reforestation project, creating a plug-and-play housing model that slashes construction costs and helps keep forests healthy. Traditional home construction requires thousands of two-by-fours and extensive manual framing.

"The Polyhaus system simplifies this process significantly.

"Joaquin Ramirez has been working to reduce the impact of #wildfires and extreme weather through his company #Technosylva. He also works with the International Association of Wildland Fire analyzing wildfire risk and working with agencies like CAL Fire to make operations safer.

"'I feel like it’s a genius design,' Ramirez said. 'You have a structure there are no holes, which that is really critical.'

"He said right now there is a great need for innovation in making communities safer in the face of #ClimateChange, and this design is an example of an accessible solution.

"'I think it’s important that our citizens understand that everybody needs to be a part of the solution. This is not a firefighter job only,' Ramirez said. 'It has to start by the house, then our community, then the surrounding communities.'

"López-Pérez built the first model of the Polyhaus in his own backyard, a reminder of the work to be done to build #ClimateResilient communities.

"'The recent fires have reminded us that we have to have that consciousness, we have to have a direct link between our housing production and the health of our forests, the health of our environment,' he said."
