Stichting LakaBorssele, Pallas en Urenco weigerden verantwoordelijkheid voor kernafvalonderzoek<a href="https://www.laka.org/bijlagen/2019/10/Technopolis-actoren-onderzoek-eindberging-2019.png" rel="nofollow noopener" target="_blank"></a>Het kernafval-dossier is er een van de lange adem, dus de lezer zal ons moeten vergeven dat we pas na zes jaar met een vervolg komen op het <a href="https://www.laka.org/nieuws/2019/covra-houdt-kernafval-onderzoek-geheim-voor-ngos-11661" rel="nofollow noopener" target="_blank">bericht</a> dat de COVRA maatschappelijke organisaties angstvallig buiten het vervolg van haar in 2020 aflopende OPERA-kernafval-onderzoeksprogramma hield. Tot nu dus, want afgelopen vrijdag gaf het ministerie van IenW eindelijk documenten van de COVRA zelf vrij over hoe COVRA in 2020 tot het vervolgonderzoekprogramma 'COPERA' kwam. Uit de documenten blijkt dat kerncentrale Borssele, Pallas en Urenco in 2019 geen maatschappelijke verantwoordelijkheid wilden nemen voor hun kernafval. Tegelijkertijd is het Woo-besluit zelf ook een mijlpaal. Met het besluit is opvolging gegeven aan een <a href="https://www.laka.org/button/699481" rel="nofollow noopener" target="_blank">uitspraak</a> van de Raad van State uit <a href="https://www.laka.org/nieuws/2023/raad-van-state-informatie-covra-valt-wel-onder-de-wet-open-overheid-18389" rel="nofollow noopener" target="_blank">2023</a> dat ministers verplicht zijn Woo-verzoeken bij een staatsbedrijf zoals de COVRA in behandeling te nemen. Uit de nu <a href="https://www.documentcloud.org/projects/222003-2019-wob-opera-kernafval-eindbergingsonderzoek-covra/" rel="nofollow noopener" target="_blank">vrijgegeven stukken</a> blijkt dat de COVRA vier verschillende vormen voor COPERA, het vervolg van het onderzoeksprogramma OPERA verkende:(artikel gaat door onder document) Feedback van RIVM en TNO In de voorbereiding van het COPERA-onderzoeksprogramma heeft COVRA gesproken met het RIVM en TNO. Als je leest hoe het <a href="https://www.documentcloud.org/documents/25996428-0022-deels-openbaar-842515/" rel="nofollow noopener" target="_blank">RIVM</a> over de ANVS een boekje open lijkt te doen, dan is het niet gek dat het RIVM zich in de woo-procedure bij IenW beklaagde over het gespreksverslag. Ook de input vanuit TNO is onthullend: De onderzoeksorganisatie <a href="https://www.documentcloud.org/documents/25996435-0023-deels-openbaar-842506/" rel="nofollow noopener" target="_blank">wijst erop</a> dat COVRA in OPERA maar van één ijstijd is uitgegaan, terwijl het internationaal gebruikelijk is uit te gaan van meerdere ijstijden ('glaciale cycli'). Hierdoor is er een “misfit” tussen de modellen, wat de betrouwbaarheid van langetermijnvoorspellingen van de veiligheid van de eindberging beïnvloedt, aldus TNO. Laka had juist in haar <a href="https://www.laka.org/nieuws/2025/in-de-mist-laka-publiceert-zienswijze-kernafval-711673" rel="nofollow noopener" target="_blank">zienswijze</a> op het nieuwe nationale programma betoogd dat er een onafhankelijke review op het onderzoeksprogramma zou moeten komen. Waarvan akte. COVRA zelf achtte alleen scenario 1 en 2 kansrijk en <a href="https://www.documentcloud.org/documents/25996433-0014-deels-openbaar-842519/#document/p1" rel="nofollow noopener" target="_blank">benaderde</a> daarop EPZ - de uitbater van kerncentrale Borssele - Pallas en Urenco met met voorstel om gezamenlijk op te trekken. Hiervoor stelde COVRA in juni 2019 een <a href="https://www.documentcloud.org/documents/25996422-0020-openbaar-843625/#document/p1" rel="nofollow noopener" target="_blank">intentieverklaring</a> op waarin COVRA en de industrie samen benadrukken dat met deelname de industrie zou "bijdragen aan maatschappelijk vertrouwen in eindberging van radioactief afval en het tonen van maatschappelijke verantwoordelijkheid voor een eindoplossing voor radioactief afval".Alleen... die intentieverklaring, en daarmee de samenwerking, haalde nooit de eindstreep: In oktober 2019 <a href="https://www.documentcloud.org/documents/25996425-0024-openbaar-842505/#document/p1" rel="nofollow noopener" target="_blank">berichtte</a> COVRA stakeholders dat de samenwerking met de industrie er niet was gekomen komen en dat COVRA toch zelfstandig het onderzoeksprogramma vorm zou geven. COVRA vermeldde niet niet bij dat door het afhaken van de industrie het onderzoeksbudget voor de eindberging van kernafval gehalveerd was, en dat COVRA tot 2050 alleen nog het absolute minimum aan eindbergingsonderzoek zal gaan uitvoeren. Different ThanApparently "The Secret" is just the "law of attraction," a thing wealthy people have told less-wealthy people for the past 125 years: personal wealth is 100% due to personal choices, and if you're not wealthy--even if you're a refugee in Darfur--your life circumstances are your fault for not thinking positively enough? And tens of millions of non-wealthy people pay the wealthy people to tell them this, blaming themselves for not being wealthy, failing to see that the wealth of their life gurus came from convincing people like them to pay them for this?I get why Oprah and other ultra-rich people like this "philosophy": it is Chicken Soup[1] for the Billionaire Soul, reassuring the rich that their wealth is evidence they are better people than everyone else, not a badge of unthinkable overconsumption.
