In this book, I'm encountering nouns that should be capitalized as proper nouns, but they are not. It is maddening.

If the pastry is named for a specific individual, that name is capitalized. (Exceptions are made for those which, over time, have become common, e.g. napoleon, or [less well known] bismarck/-ark.) A pastry named for a specific cat, then, would be capitalized (paté de Guillaume).

Geographic features are treated the same. A particular section of a mountain trek might be "the Devil's Staircase." Not just any staircase. The Devil's Staircase.

Infelicities abound.
