Political Bill SC<p>I read an opinion piece in The State titled "This is the best commencement speech ever on a South Carolina scandal", I was stunned to hear that it was given by SC Comptroller General Brian J Gaines and that the speech was given right here in Greenwood at Piedmont Tech's graduation ceremony.</p><p>I watched it and the article truly did it justice.
