I'm afraid I may already know the answer to this, but to fellow #developers

How typical is it across the industry for dev tools and processes to be implemented/structured in a way that focuses more on providing metrics for execs/shareholders than serving the developers that use them daily?

Am I living in an ivory tower or an upside-down world, expecting them to be for the developer's quality of life, or is the former a broad industry shift/trend?
