Miguel Afonso Caetano<p>"The exemptions soften an already light blow. Nearly half of Brazil’s exports to the United States will be spared, estimates TS Lombard, an investment-research firm. As a result, Itaú Unibanco, a Brazilian bank, expects the effective tariff rate to be around 30%. Goldman Sachs has kept its GDP growth forecast for this year unchanged at 2.3%, citing the “notable” exemptions.<br>Some sectors will feel the pinch. Coffee is among the worst affected. Brazil ships almost half a million tonnes of beans to the United States each year, accounting for 16% of its coffee exports. The effect is already visible: shipments in July were down by a third from a year earlier, as importers delayed orders amid uncertainty. Cecafé, a coffee-producers’ trade body, warned of a “significant” impact on Brazilian roasters and traders. The beef industry will also suffer. Nearly 17% of Brazil’s beef exports went to the United States last year, and shipments have already slumped over the past few months. Fruit exporters—particularly of mangoes, açaí berries and other tropical fruits—face similar disruption.</p><p>Yet even these sectors may prove resilient. Brazil has steadily diversified its markets in recent years, and the most affected exports are commodities that can be redirected quite easily. The European Union remains the biggest buyer of Brazilian coffee. Sales to East Asia and the Middle East and North Africa rose by 25% and 61% respectively last year. Trade with China continues to grow. It already buys most of Brazil’s beef and, on August 2nd, approved imports from 183 new Brazilian coffee firms.</p><p>Some losses may also be absorbed through state support. Lula’s government has pledged targeted relief, including purchases of surplus stock from affected producers. Finally, there is hope that the tariffs could be eased. The would-be human-rights trampler was Alexandre de Moraes, a Brazilian Supreme Court judge. The warning came in the form of sanctions placed on Mr Moraes under the Global Magnitsky Act, freezing his assets in American banks and prohibiting him from entering the United States.</p><p>The Magnitsky Act punishes foreign officials for “gross violations of internationally recognised human rights”. It has previously been used against genocidal Burmese generals and Russian officials who murdered political dissidents. Mr Moraes has done nothing like that. His most noteworthy act is leading the prosecution of Jair Bolsonaro, Brazil’s far-right former president and ally of Donald Trump, who will soon stand trial on charges of plotting a coup to overturn an election he lost in 2022, which he denies.</p><p>Targeting a sitting judge in a functioning democracy is unprecedented. The sanctions come days after the State Department revoked the visas of most justices on Brazil’s Supreme Court and other officials connected to Mr Bolsonaro’s prosecution. And yet, he added, the U.S. president is ignoring his government’s offers to talk.</p><p>“Be sure that we are treating this with the utmost seriousness. But seriousness does not require subservience,” the Brazilian president said. “I treat everyone with great respect. But I want to be treated with respect.”</p><p>Mr. Lula granted his first interview to The New York Times in 13 years on Tuesday, in part because he wanted to speak to the American people about his frustration with Mr. Trump.</p><p>Mr. Trump has said that, starting on Friday, he plans to impose 50 percent tariffs on Brazilian goods, in large part because Brazilian authorities have charged former President Jair Bolsonaro with trying to hold on to power after losing the 2022 election.</p><p>Mr. Trump has called the case a “witch hunt” and wants it dropped.
