Massachusetts changes its state program for frack-gas pipelines by reducing the amount of money gas companies can spend on new pipelines and eliminating some interest fees they pass onto customers.

“For far too long the gas companies have continued to spend on unnecessary [pipeline] projects, costing the state’s ratepayers billions.” Specifically, $6.2 billion in charges added to customers’ utility bills over the past ten years.
