Trump is targeting undocumented immigrants because that group is small enough and vulnerable enough that he can get away with persecuting, dehumanizing, demonizing, detaining, and deporting them.
Next he moves on to larger and less vulnerable groups that will eventually include any group that YOU are currently a member of.
